Also, there is the fact that back in the day (and perhaps, still today), 
there was the "departmental guru model" of IT support, where a "desk 
clerk" (whatever that is) can report a bug to whomever would presumably 
installed the software in the department.

And whomever installed the software -- the "departmental guru" -- would 
either take it to the organization's IT department, or perhaps even 
report the bug herself.

Anything reported in such a way benefits from the FOSS model of software 
development.  It's not perfect, but I think you're more likely to get a 
reported bug fixed in (say) LibreOffice than Word.
