The rest of the population hasn't a clue. Their view is that if they can get "the internet" reliably wherever they are, it's good enough. So for considerable areas in the UK (mainly rural) it certainly isn't adequate. Which becomes a serious issue if the only way to communicate with officialdom is via the internet. -- Graham J
