  I'm not sure what - in this example- exactly your beef is with
*Microsoft*?

  Does the scientific instrumentation not work with Windows 8/10,
because of lacking drivers? If so, complain to Zeiss, Agilent, etc.. If
not, then what *is* the problem?

  Are the "300+ scientific programs" the "licensed software" you
mention? If so, complain to the supplier(s). If not, then *why* don't
these programs run on Windows 8/10? (FYI, I have 13 year old (XP era)
(object code) software which runs just fine on Windows 8 (and probably
on 10)).

  Bottom line: With the available information, this looks like anyone's
problem, *but* Microsoft's.
