THe math still works without the meta-system With just the base system (PA) we have a relationship that we make a claim about no number satisfying it. It turns out that no number does. And, that there is no proof in the base system that this is true. Right, and the rules create the Natural Numbers. Maybe your problem is you don't understand what Peano Arithmatic is.
