Can you be more explicit on the reasons why you dislike the second sentence?

It only says you should document why tests aren't ran in a package and 
encourages you to open a bug report.

You certainly don't have to write ten paragraphs, a single sentence 
summarizing the issue (and thus letting other people in the team help) 
is enough IMO.
