I thought the second sentence was:
"As such, the use of `Testsuite: autopkgtest-pkg-pybuild` is highly
recommended."

I would still like to add a note about adding <!nocheck> to
build-dependencies only needed for the tests.

It might be easier if I add that once this proposal is committed.
