Der "lokale Bezug" ist das durch die im Plattformsystem ruhenden
Mess-Uhren definierte Bezugssystem. Die bewegte Uhr weist eine
Geschwindigkeit v_U relativ zu den Mess-Uhren auf, und diese
Geschwindigkeit bestimmt die Zeitdilatation der bewegten Uhr, die mit
den Mess-Uhren registriert wird:
delta t_Uhr = sqrt(1 - (v_U/c)^2 ) * delta t_PS .
Das Plattformsystem bewegt sich aber auch gegen das "Bahnsteigsystem"
mit der Geschwindigkeit v_0. Auch hier ruhen Mess-Uhren und definieren
ein zweites Bezugssystem. Die im Plattformsystem bewegte Uhr bewegt
sich im Bezugssystem "Bahnsteig" relativ zu den dortigen Mess-Uhren mit
einer Geschwindigkeit die sich aus v_U und v_0 zusammensetzt:
v = v_U + v_0 (vektoriell zu lesen). Diese Geschwindigkeit bestimmt die
Zeitdilatation der Uhr im "Bahnsteigsystem". Da v sich von v_U im
Plattformsystem unterscheidet, wird im "Bahnsteigsystem" eine andere
Zeitdilatation registriert als im Plattformsystem:
delta t_Uhr = sqrt(1 - (v/c)^2 ) * delta t_BS .

Nö, du hast lediglich von einem nicht-existierenden "Bezug Erde"
gefaselt, der einer bewegten Uhr ein bestimmtes Verhalten aufzwingen
soll, unabhängig davon, wie sie bewegt ist. Da aus deiner falschen
Annahme etwas folgt, das experimentell widerlegt ist, kannst du deine
Vorstellungen getrost in die Rundablage einsortieren.

Der "Gang einer Uhr" wird nicht "beeinflusst" - schon wieder vergessen?
Es wird die Zeitdilatation der bewegten Uhr durch Messen ermittelt.
Kleiner Tipp: Schreib' dir das auf einen Zettel und kleb' ihn an deinem
Monitor fest. Dann musst du nicht immer wieder die gleiche sinnlose
Frage stellen...

mit Plattformsystem und "Bahnsteigsystem"):
* Soll der Gang einer bewegten Test-Uhr bestimmt werden, dann muss sie
an Mess-Uhren vorbei kommen, die relativ zueinander ruhen.
* Die Mess-Uhren definieren ein Bezugssystem BS1, in dem sich die
Test-Uhr bewegt.
* Die Geschwindigkeit v_1 der Test-Uhr relativ zu den Mess-Uhren
bestimmt ihre Zeitdilatation im Vergleich zu den Mess-Uhren.
* Ist das Bezugssystem BS1 der Mess-Uhren gegen ein zweites Bezugssystem
BS2 mit einer Geschwindigkeit v_0 bewegt, ändert sich die Relativ-
geschwindigkeit von bewegter Test-Uhr und Mess-Uhren in BS1 nicht.
* Werden in BS2 Mess-Uhren, die zueinander ruhen, geeignet angebracht,
dann kann auch in BS2 die Zeitdilatation der Test-Uhr untersucht
werden.
* Die Geschwindigkeit v_2 der Test-Uhr in BS2 setzt sich zusammen aus
der Geschwindigkeit v_1 der Uhr im BS1 und der Geschwindigkeit v_0
von BS1 gegen BS2.
* Die Geschwindigkeit v_2 der Test-Uhr in BS2 ist also eine andere als
die Uhr-Geschwindigkeit v_1 in BS1.
Mit den Mess-Uhren in BS2 wird folglich eine andere Zeitdilatation
festgestellt als in BS1.

Du verwechselst schon wieder "Einfluss" mit "Feststellen der Zeit-
dilatation einer Uhr durch Messung".
Beispiel Atom-Uhr:
Nichts und niemand "beeinflusst" die Vorgänge in den Atomen. Auch der
Ort, an dem sich ein Atom befindet, ändert seine Eigenschaften und die
Vorgänge in ihm nicht.
Insbesondere wird der Übergang, aus dessen Strahlung die Taktrate der
Uhr abgeleitet wird, durch nichts verändert.
Den Satz "Bewegte Uhren gehen langsamer" hast du jedenfalls gründlich
falsch verstanden.
