If all, or even 75% of eligible voters had voted, it may have come out 
the same--we don't know.  It's possible they stayed home because they 
thought Trump didn't have a chance and they were cool with that.

Or it's possible they stayed home because they thought Trump didn't have 
a chance and as much as they wanted him in, they hadn't the initiative 
to put on a jacket for a lost cause.

Change the names and you get two more of many possibilities.

In otherwords, more than half of the people who actually voted doesn't 
tell us much about what more than half of the eligible voters wanted.
