I believe Borland still sells it along TASM 5.0.  Their WWW site seems
to be down at the moment but the product page is at:

	http://info.borland.com/borlandcpp/cppcomp/tasmfact.html

The Google cached version of the page from the 18th says that it includes
"Turbo Debugger for DOS and Windows".
