Tasm is a perfect example of this since 1) so much software was written with
it, and 2) it's not available from the original source.  That means people
are constantly asking how to get it.  So, if he really wants or needs to
compile that software, he has only two options: 1) port it the program, or
2) get a copy of Tasm.  Porting is a perfectly good topic for
comp.lang.asm.x86 and alt.lang.asm.  Some will help, e.g., for porting to
NASM.  There are html forums for MASM.  Getting a copy can still be done
legally, such as purchasing a used copy.  However, it's far more likely that
he'll have to set aside legalities and ethics to get a copy by other means,
even if that's regrettable for his integrity.  IMO, he should be able to
pull down 5 or 6 different versions of Tasm within a few hours just from the
'net, if he knows where to look.  That's the hard part.  Here are a few
possible sources, but not the most hidden:

Ebay, buy a used copy, or new old stock
Illegal copy made by a "friend"
Place ad in local newspaper to buy used
Read ad in local newspaper for used copy for sale
P2P networks
Filesharing networks
Usenet binary groups
Bundled with another compiler on CD
Used, counterfeit or illegal CDs at tradeshows, hamfests, flea markets,
  street vendors, etc.
Use Yahoo and Google to find a copy packaged or bundled with other software,
  esp. from a university software labs of the major US universities, e.g.,
  for their "students" to do their homework via Internet...
