   Umm ... they DO ... or at least TRY. It's just
   that the rim is too stiff to 'tear' much unless
   under extreme load. HAVE seen it on 18-wheelers ...
   entire giant tire breaking loose, then rolling
   at 80mph and bouncing randomly off an overpass.
   Deadly if you were in the path .....
