Kaliningrad is just about the *only* more or less ice-free Atlantic sea 
port the USSR has. Pemorsk has been bombed to f*** by Ukraine, now

Once you remove Ukraine, anyway...which has both the Bosporus and the 
strait of Gibraltar or Suez canal to navigate to get anywhere..

And the Pacific ones are a  LONG way from anywhere at all.

Murmansk is deadly in winter. So is St Petersburg..Vladivostok? Kamchatka?

Kaliningrad is such a strategically important place for Russia they will 
not willingly let it go.

But it will go as part of the second collapse when mots like Ukraine 
will annex Muscovy, and the rest of the federation become independent
