That doesn’t work with idevices not bought new.

Doesn’t explain why Apple didn’t suggest that and in fact
said very explicitly that going the iTunes route wouldn’t
work in his case.

And Apple should provide some mechanism to handle that
situation because even if the phone has been bought from
an authorised Apple reseller, that doesn’t mean that everyone
would still have that receipt anymore and doesn’t handle the
situation where it was not bought new.
