In the EU all the large consumer chains are deadly afraid
they will be sued for collusion (and fined EUR 100M, as the
going rate is for such market behaviour). Just politely ask
for a manager, and say you want the product sans windows. 
Sans any OS, actually. Unless it is an advertised special they
will provide it to you, but you may have to settle for three-day
delivery or mail order. 

It works with all the big ones around here, at least.

But you may have to talk to a manager. And the sans-MS
discount is not very big, around $50-$70.
