Why not quote the entire section...

9.3.5 Possible actions on an ambiguous condition
   A system choosing to execute THROW when detecting
one of the ambiguous conditions listed in table 9.3.6
shall use the throw code listed there.

I don't see anything in this section that mandates that a system using 
THROW and CATCH.  Read the sentence again.  It clearly says if you 
choose to detect conditions listed in the table, you *shall* use the 
throw code listed... that is ALL.

You are reading far too much into this section.
