If the top of the stack is 0, no (0 THROW is a noop). Otherwise yes when 
control immediately returns to the last CATCH that was executed.

Essentially it provides a point for THROW to return control to in the 
event of an exception.

Look at the implementation in the ANS standard, section A.9, to see how 
they work.
