As I said earlier, it was decided to define codes for all exceptions 
called out in the standard, whether people chose to implement them or 
not. The main consequence is to reserve those codes, which may not be 
used for an *other* purpose. Numbers are cheap. The universe of all 
negative numbers is available for system exceptions.
