Yes, that is misplaced, especially since in Forth-94 you could write
standard code that can see the difference between what is specified
and what most systems (and also the code in the standard) implement.

IIRC that problem is gone with the destandardization of QUERY, but I
still think it would be better to move the input source stuff
elsewhere.  Nobody has made such a proposal, though.

A standard program cannot.  And there is no such requirement; or where
do you find such a requirement in the text of the standard?

Instead you blindly follow your own ad-hoc ideas.  In the standards
process the ad-hoc ideas at least first have to pass public and
committee review.  There are some non-so-great ideas in the standard,
but CATCH and THROW are pretty good.
