It's more a failure of the courts. The most massive frauds in both Wall Street and Medicare (medicine is Wall Street's baby) are simply not prosecuted. It's as if half of the old Soviet gangsters got jobs at Goldman Sachs, and the other half got jobs at the DOJ.

If an intern does things outside of her job description to the President, you hear endless crowing about the "rule of law". But if bankers dynamite the economy through rampant fraud, causing trillions of dollars in lost 401K value, nothing but crickets.

The old adage "There is no peace without justice" could explain why the US wages endless wars.
