That's not correct. Since Windows 95 the Rich Edit Control is shipped with
Windows as part of the Windows API, like the "Edit", "Button", etc.

A "control" is not a wrapper around the API. The ActiveX controls shipped
with VB are - mostly - "wrappers around" the Windows API controls.
