Indeed it is.

Happened to me. I could have opened a web page in firefox which would
play something, and perhaps hours later I would want to play some music
and it would not work, because Firefox had grabbed the sound device and
did not release it. I had to find out what process had sound and stop
it. Manually.

This nonsense stopped with pulseaudio. Things started to just work.
