The correct way to achieve your client intent.
1. Logon to OneDrive in Windows 11, rt click icon on task bar and select 
Settings.
  (Look on the left hand side navigation pane options - Sync and Backup, 
Account, Notifications, About)
  => Sync and Backup>Manage Backup> Toggle off all folders
  This setting is for files that automatically upload to OneDrive when 
OneDrive is logged on
  => Sync and Backup>Toggle off the other 4 items(Photos-Videos, Screen 
Shots, Pause sync battery saver mode, Pause synce metered)

  => Account>Choose folders that Windows and OneDrive app will pull down 
to the device.  Choose whatever is desired - one, more or none.
  This setting is for files that are downloaded to the local OneDrive 
folder on the pc(i.e. synced from the web to the device, and only in that 
direction)

  => Notifications> Choose one, more, or none


2. In Windows 11, Settings>Apps/Startup/OneDrive - toggle off

3. While OneDrive is logged on, rt click icon, choose Settings, then Quit 
OneDrive

4. If Office is in use, configure its own settings to save files locally
  e.g. Excel/File(on ribbon menu)/Options/Save => Save to Computer by 
default, change or accept the default location.

Follow the steps in the exact sequence provided above(1 through 4)

Whenever the customer 'wants' OneDrive, it can be opened via the Windows 
11 OneDrive app and configure/reconfigure to the customer's preference.
  - i.e. as support, both you and the customer should review and 
understand the customer's purpose and intent for wanting and using OneDrive.
