It is the OS installation media that is 64-bit, uses a 64-bit processor,
and has a large memory address space. There does not see to be a 32-bit DVD
for Windows 11. The last 32-bit DVD would be Win10 22H2.

You can run 32-bit software or 64-bit software, via the SYSWOW (Windows on Windows)
subsystem the OS has.

The terminology you are using (64-bit OS, 64-bit only software)
is a "Pure 64" or "True 64" environment. I think even the processor
can be thrown into some mode like that, such that 32-bit instructions
are removed entirely. I've not heard Windows advancing to that state.
There might be one Linux that is like that, but Linux has multilib
support, which might share some characteristics with SYSWOW. You might
check your multilib support on Linux, when expecting wine64 and wine32
to work. Some distros don't seem to have that turned on, and then
when you're doing your WINE install, it's one additional thing
to check or worry about.
