Nicht unbedingt. Das elektrische Design ist für Effizienz wichtiger
als die maximale Leistung. Man kann auch 1.5kW Netzteile so bauen,
dass sie bei 100W effizient sind. Nur darunter scheint es schwer
zu werden.
Hier ein paar Beispiele (sorry, hab nichts unter 450W gefunden).

Die großen Netzteile wurden nicht bei 50W gemessen. Die haben eher 10W
lastunabhängigen Eigenverbrauch wo das 500W nur 5W hat. Entsprechend ist
die Effizienz deutlich schlechter, der Unterschied sind aber auch nur 5W.
Bei 400W Last hat das 450W NT 38W Verlust, das 1600W NT aber nur 18W.
Bei 80% Nutzungzeit mit 100W (Newsgroups) und 20% bei 400W (Daddeln)
haben beide den gleichen mittleren Verbrauch. Bei mehr Daddeln ist
das 1600W NT insgesamt effizienter.
