Every bit of advice you gave was on the mark!

I removed the graphics card and tried to remove the heat sink four plastic
posts but got scared I was going to break something. They take a lot of
force to just budge a millimeter and then I think you need all four at once
but I was afraid I was going to crack the graphics card in half doing that.

I also tried to remove the three steel screws underneath the fan blades but
I started stripping them so I got scared again and just put a few drops of
oil inside with the card upside down. I don't know if they did anything
though based on people saying the bearings are likely sealed.

I then rebooted the desktop without the graphics card and MSI Afterburner
saw the 196MHz ATI Radeon 4200 but when I put the graphics card back and
rebooted MSI Afterburner shows 520 MHz on the Nvidia GeForce 210.

I brought the desktop from the floor to the desktop so that I could keep an
eye on why the fan isn't turning when it should be turning. Unfortunately
the fan control buttons don't work with MSI Afterburner on that card.
