You need to replace the fan.

Peeling the label off the fan to oil it, only used
to work on some older fans (probably ball bearing ones).

You have the option, on low power cards, of
replacing the heatsink-fan assembly with a
heatsink, plus an external case fan for air
movement. On a 300W card, that's not going to
work, and an Arctic Cooling aftermarket cooler
may be required to replaced worn-out stuff.
And Arctic Cooling may have stepped away from
the vid-card market, due to declining sales.

Some integrated graphics, they are disabled
when you plug in a PCIe video card. Other
motherboards, allow both to run in parallel.

If you cannot seem to "raise" the onboard graphics,
they may appear again when the PCIe card is removed
from its socket. Always remove all power from
the PC when adding or removing cards (so no
standby voltages are hot).

In punter-land, the fastest way to fix a card
is to replace it. This one is $70 at the moment.
