Yep. We don't use iCloud for anything. Apart from the iPad nagging to 
use it (which we just ignore since it's only a "1" appearing on the 
Sytem preferences icon), it's completely irrelevant unless you choose 
to use it.

Apple doesn't disable anything. You, the owner, choose to disable a 
lost or stolen device via the Find My feature. Even then, it won't 
actually be disabled until it connects to the internet again.
