You can't just gear up all your manufacturing to have enough at launch, because then you have idle factory manufacturing in Q2 of a device cycle. You are constantly balancing between getting enough built to try to meet demand with your future sales. Apple sold 75 million iPhone 6/6+ in their first quarter and were still constrained in their sales by their ability to fill the supply chain.
