Du argumentierst mit politischen Fakten, die sich dann in verwaltungsrechtlichen ebensolchen ausdrücken. Wissenschaftlich ist es die Inzidenz. Da kannst Du noch so viele Gesetze, Verordnungen, Bundestags- debatten oder Talkshows hertragen.
