Of course it can! There are even TM models that do probabilistic 
computations. They are no more interesting then a real computer hooked 
up to a decay box.

Both quantum and "normal" computers are so much better than 99%, that 
you need to do some research to get more realistic real numbers. then do 
your mix and match calculations about mix and match computation.
