They probably mean "Not of much/any use without an always-on Internet connection." and that's indeed what I consider Chrome OS / Chromebooks to be. It's already bad enough that we 'need' another smartphone every year or so. By comparison, I 'only' had three laptops in the last 18 odd years. FWIW, my 4-year old (Samsung Galaxy Tab4 10.1", 4.4.2 -> 5.0.2) tablet still suits me fine.
