Which Android are you talking about? 1. Google Android or 2. some manufacturer-specific Android (which is based on Google Android for all phones targeted at western markets) or 3. AOSP or 4. Some community ROM, based on AOSP. #1 and #2 do indeed include tracking in the core OS services. #3 does not track in it's bare form, but is only available for very few devices and is pretty much useless without the gapps package, which will add back tracking. #4 may or may not feature tracking. Again, if you want the play store, you need gapps, which will add tracking.
