Irish Ralph Malcolm, it was YOU who proposed the rudimentary satellite
system to maintain 20m accuracy in the ocean where there are no existing
mobile phone towers.  I never mentioned cost, but did mention that using
DirtyBaThWater instead of GR may be worsen the resolution to 20m and
therefore make it much more rudimentary.  It wouldn't decrease the cost,
just the resolution.
