Bullshit, Ralph! Somehow "numbering" each wave would amount to another
transmission on another (higher) frequency. A carrier wave is a simple
sine wave and if it's not, it means there is a signal on a harmonic
(multiple) of the base frequency or on some other new (higher) frequency
to encode the data you suggest.  You don't know anything about RF theory,
do you, Ralph.

There is that, Ralph, quadrature or angle modulation, but the data rate
is much too low to encode a unique number to each wave, Ralph, plus that 
technique is already used by the GPS system to encode other information
(see https://en.wikipedia.org/wiki/GPS_signals ), Mr. Rabbidge.
