Well, let's see. We can devise a navigation system for land based
transportation based on land based towers that would not need satellites
and that would be sufficient. Or we can take advantage of an existing
system that already provides more than required precision and which was
devised to support global navigation and not just in civilized areas. 
Hmmm, which should we use?

Hey I know! Let's use the new land based tower system because the existing
global system makes Henry gag reflexively out of some reference to a dead
guy he hates.
