Yes I realise that but for things like driverless vehicles and even 
sporting events it shouldn't be difficult to cover all relevant areas.

True, but a rudimentary satellite system would suffice there because 
high accuracy is not generally needed.

It would be possible to set up very fast and accurate local systems, 
such as on a football field so that every player's position and even 
that of a ball could be known and monitored at any instant. The current 
system can already tell a person how far they have walked. A ground 
based one could do that more accurately and cheaply.
