THe stationary facility only sends a time signal. That is precisely 
what is needed for counting wavelengths...and this is an efficient way 
to do that.

Its location is pretty useless unless the position of the receiver is 
already known. Receiving clock offset is likely to be much greater than 
time of flight of the signal to receiver. I suggest that the facility's 
main purpose is to synch the receiving clock with the orbiting ones.
