Die Vertragsänderung, die Annex-J ermöglicht, gab es doch bereits.

Die Telekom versucht nur - bei Vertragsänderungen - Technikereinsätze zu
vermeiden. D.h. wenn der Korridor im geänderten Vertrag vom aktuellen
Setup (Annex-B) erfüllt werden kann, dann bleibt das aktuelle Setup
erstmal bestehen (sogar der POTS-Port bleibt dran), bis es dann eine
"Massenumstellung" gibt.

Eine Vorraussetzung dafür ist natürlich - wie auch schon geschrieben -
dass alle Kunden bereits einen Tarif haben, der auch Annex-J vorsieht
(aber - wie oben geschrieben - hat die zugehörige Vertragsänderung
bereits stattgefunden).

Anders formuliert: Die technische Umstellung (auf Annex-J) wird der
vertraglichen Umstellung (auf IP-Telefonie) nachgelagert um
Technikereinsätze zu reduzieren, wenn der bisherige technische Stand
(Annex-B-Profil) ausreichend ist, den geänderten Vertrag
(Geschwindigkeitskorridor) zu erfüllen.
