The rulers of Pakistan are more worried about terrorists getting hold
of a nuke than you are. Their security measures (which as you note
have been effective) border on the paranoid.
I know almost nothing about Pakistan, but I know that. Why? Because
the rulers of Pakistan, like all rulers everywhere, want to get and
hold power. And because they are not idiots, they know that if terrorists
explode a nuke and the world even *thinks* they got it from Pakistan,
they lose everything.
