Since when were standards about teaching forth and how do explain to students anomalies such as the changing ways of representing locals, support for idiosyncrasies peculiar to certain implementations and how it is SwiftForth doesn't have them? 'Forth' today is just as diverse, petty and obsessed with control as it was in the 1980's. That's what Forth standards reflect and there's nothing users can do about it other than say that's enough, I now make my own choices which will at least reflect my needs and experience and change them when circumspection dictates. And the beauty of Forth is that you can.
