Of course, there are apps to do just the remote phone call stuff: https://play.google.com/store/apps/details?id=justPhone.remotePhone "Use your Microsoft Windows PC as remote dialer for managing incoming and outgoing calls and for writing and receiving SMS messages." Yet, the devil will be in the details, because that article says: "Continuity also has a feature called Handoff, which allows you to pick up where you left off with apps... which is available in Chrome on Android". Since we can safely say that Continuity umbrella stuff is also on Android, let's just look at the Handoff part of the Continuity umbrella stuff next.
