This is consistent with my Divergent Matter theory, whereas IRT, SR and GR are just subsets or special cases, as described while ago. Hereby, a target or an observer is travelling against the "spacetime" Curvature, even when there is no detectable sensible motion wrt to something else. Its onboard clock must accumulate fewer seconds, as you correctly say. This is the reason why the slowingness takes place, because a travelling takes place without sensible motion.
