No, he is saying a frame encompasses all space and is not a location in space. That's not the definition of what a frame is. They could be in the same space, but that is irrelevant. Also, if A and B are in relative motion, how could both A and B be the same as the absolute rest frame? If A was in the absolute rest frame, then obviously B is in relative motion to the absolute rest frame. And vice versa. Your kooky claim that SR states they are in the absolute rest frame falls apart (even if SR even had an absolute rest frame, which it doesn't)
