Please note the charge of the IUCN to "eliminate exploitation ... and to effectively enforce the respect of ... the aesthetic features". If you look at IUCN rules, you'll note that National Parks must be kept open to the public, not fenced off or restricted to workers. I just am floored that you are proposing that Yellowstone have its status as a National Park revoked.
