I must have forgotten about it then. I always found TP's own ability to
filter out spam sufficient. And nowadays outright spam seems much rarer
than it once was, anyway.

That looks as if it might be a problem at their end, given that if the
problem was at your end you'd expect to get an error response much more
quickly. If it's the server is beinng exceptionally slow to respond then
you could try increased Stunnel's allowed time-out delay.

I'm wondering where port 1068 comes from. It seems rather odd. Shouldn't
it be 3110, as in your original post?

I suppose it's just possible that that is the protocol that HostPresto
is using, so you could try the effect of commenting out that line.
