In India's case, after Independence in 1947 they chose English as their 
official language.  It was pragmatism; in a country with so many 
different languages and dialects, everyone who had received an education 
under British rule could speak English.

But according to the Indian neighbours I had in the late 1970s, the 
flavour of English they had been taught in India was somewhat different 
from modern British English.  When it came to letter writing it was more 
reminiscent (to me) of Victorian times.

With this particular example of "revert", I am reminded that many French 
and German native speakers use "eventually" when they mean 
"potentially",  This is easy to understand when "potentially" translates 
to French as éventuel, éventuelle, and to German as eventuell.

On my arrival in Switzerland with reasonably fluent French and a 
smattering of German I was accused of lying when I claimed to be 
English :-)

But your question is one I have often asked myself.  I finally came to 
the conclusion that in my own case it was the way I was taught foreign 
languages: the emphasis was firmly on the written word, grammar and 
spelling, and we did next to no conversation in classes.  The penalties 
for spelling and grammar errors were disproportionately high (often 
resulting in poor marks or a clip around the ear or worse), and this led 
to a real fear of making mistakes.  

To learn a foreign language you need to realise you will make mistakes 
and just get stuck in without worrying too much.  Folks will correct you 
and you'll learn, but if you never pluck up the courage to try, you are 
sunk.
