The above seems like speculation on your part.

If I do some speculation of my own, then I would suggest that the whole 
sequence starting '//' and ending with a new line is treated as though 
it was just one new line token, and replaced with a space. So:

  f();
  // a
  }

is interpreted as:

  f();  }

It is more likely to break in transmission however as there is more 
scope for spurious newlines to be inserted between // (or even the 
opening /) and the original line-ending. Although this can also happen 
in the middle of "/*" or in the middle of "*/".
