Also, a new market can spring up selling VPN services from non - net - neutral states who want to appear as though they live in others. I'm not faulting your suggestion, just saying it's stupid policy to enact a bad law and then allow some states to boast they're less bad, especially if from a consumer view the status quo is a better solution over all. In sum I'm annoyed this is even up for discussion. Should ve been a non-starter. --
