Which is fine, except that you should only need to boot when doing a kernel upgrade. Anytime in between you should be sleeping/hibernating, in which case "time to boot" is not an issue. systemd's claim to fame of wiked fast boot times is optimizing for a windows problem (the need to reboot to make any change to much of anything). If you almost never reboot, then speed of boot is less important. Instead they should be focusing on making sleep/hibernate reliable enough to never need to reboot.
