If you want that port to be compatible with the supposed Forth 20xx standard which drops the one's complement option, yes. But actually, would you care? The reality is that ANS Forth already makes it difficult to implement a fully compatible system that compiles to flash. That's not something weird as one's complement, since microcontrollers with embedded flash are ubiquitous, whereas there are just a few PDP-1s in the museums. The answer of the implementers are usually to avoid the cost of being fully compatible. To various degrees, some make more effort, some less.
